New Internet Gambling Legislation may be beneficial in U.S

A new study released on Monday from an English gaming consulting company shows that the effects of regulating internet gambling in the United States would be greater than previously thought.
There have been numerous studies to demonstrate the amount of revenue that could be generated for the federal government through the legalization and regulation of online gaming. The study was done by H2 Gambling Capital, which provides a lot of marketing information. Data regarding the gaming industry, and is getting a great deal of attention from the Safe and Secure Internet Gambling Initiative, which is the top advocate for the legalization of internet gaming in the United States. McDermott, who has introduced the Internet Gambling Regulation and Tax Enforcement Act (HR 4976), has said that regulation would lead to $42 billion in new federal government revenues and $30 billion in new state revenues over ten years. Barney Frank has pushed for regulation of the online gaming industry in the U.S. with his bill – the Internet Gambling Regulation, Consumer Protection and Enforcement Act (HR 2267) – and has been able to garner support for that legislation from 68 fellow Congressmen. According to London-based stockbroker Daniel Stewart, Senate Majority Leader Harry Reid (D-NV) has apparently stepped onto the online gaming bandwagon and could introduce legislation that may be passed before the November elections.
This most recent study was produced by H2 Gambling Capital, a data and market intelligence information supplier for the worldwide gambling industry, and its results were released on April 20, 2010. There isn’t much time left for Congress to act on internet gaming, as the June 1, 2010 deadline is near, for on that day, the full scope of the UIGEA and its regulations will go into effect. Frank’s bill has gained the most traction of all that have been introduced in the past several years, and with 65 sponsors and a successful committee hearing in December of 2009, it should undergo the markup process and find a forum in another committee. Regardless of the slow progress, it’s an encouraging sign for online poker players that there is still movement on the issue in Congress.

The operator of Philadelphia Park Casino and Racetrack, Greenwood Gaming and Entertainment Inc., was fined $24,000 by state regulators for two instances of allowing underage gambling. The instances were unrelated and happened at the Bensalem casino on July 6th in the year of 2008 and also on November 1st of 2008, the Pennsylvania Gaming Control Board said Wednesday. The State law (The Racehorse Development and Gaming Act) strictly forbids slot machine gambling by individuals under the age of 21. The civil penalty was assessed by the Board at its public hearing in Harrisburg and stemmed from violations that occurred in 2008. In the July case, a 20-year-old male played slots for over an hour. In the second instance, an 18-year-old male walked past security guards without even being asked for identification.
He stayed there and even played the slots and also cashed a voucher. The State Police issued trespassing summonses to the underage offenders. In each case, employees of Philadelphia Park were disciplined, the regulators later had said. In one case, an employee was fired. The casino has also hired a new security director and vowed to be more vigilant. In June 2008, Philadelphia Park was fined $18,000 for allowing children as young as 2 years old onto the gaming floor. In a separate action, the Board fined a Canadian firm, Sprung Instant Structures, Inc. of Calgary, $5,000 for failing to comply with various requests of the Bureau of Licensing regarding the submission of necessary information needed to gain approval as a Certified Vendor. The company supplies and leases the structure that houses the temporary slots facility for The Meadows Racetrack and Casino in Washington County. In addition to the fine, Sprung Instant Structures agreed to reimburse the Gaming Control Board $28,000 for the projected cost to complete its investigation.
In a another incident gambling regulators in Pennsylvania also fined Mount Airy Casino Resort a whopping total of $100,000 on the basis of underage gambling charges. Gamblers between the ages of 17 and 20 have caught at the casino 6 times in the last year, four of which were reported by the casino. The incidents occurred between July and September 2009 when Pennsylvania’s gaming act made it illegal for anyone under 21 to operate slots and barred individuals under 18 from entering the gaming floor. Eight identification-scanning devices were also bought by Airy to help prevent underage individuals from accessing the floor in the future.
During the past 2 years, the board has levied fines 9 times for violation of underage gambling or minors on the gaming floor totaling $332,500.During the past two years; the Board has levied fines statewide on nine occasions. On January 7th, Act 1 of 2010 was signed by Governor Rendell which allows Pennsylvania casinos to add table games. In addition, the law immediately tightened restrictions for access to the gaming floor of casinos by making is unlawful for anyone “under the age of 21 to enter and remain in any area of the licensed facility where slots machines are operated or the play of table games is conducted”. Similarly, no one under the age of 21 can participate in the play of table games.
